In my run where I’m romancing Shadowheart, he never showed up at the goblin camp and thus never showed up at my camp. He and his mum are still alive and well in their cave 😭 Scratch is all alone because I can’t bear to kill his mum

Its like having a pet that has all the destructive psychopathy of a cockatoo, and the monolithic stubbornness of a bear.
Neither make easy pets, but tbh I'd take the bear over the cockatoo
Even knowing full well how dangerous it would be, I would have a hard time resisting the urge to give the cub a bear hug. It would probably earn me the Torilian equivalent of a Darwin Award. But for one brief moment, I bet it would be bliss.
I just wish you could name the cub in the game. Personally, I like to call him Sir Owlbert of Bearington for entirely silly reasons.

What have you done? As in, how did you try?
I did the cave part and found him in the goblin camp, played the game, and then he was gone when I killed all the gobbos so I figured that was all it needed... but he ain't showed up
Did you long rest a bunch? In my game I missed him and when I reloaded my old Act 1 save, I just needed to rest one more time to acquire him.
I expect I missed the threshold, yeah. For some reason I thought it might still happen in act 2 as well, wasn't sure it was hard coded to act 1... I'm already in 3 though so it's much too late this time lol
The owlbear cub could still appear when you're in Act 2! Source: just had its cutscene a few days ago. You just need to have indicated to him to follow your scent to your camp.

Maybe. I did tell him about it during the interaction after the race, thought that was probably it since I couldn't find him after clearing the camp. I probably just didn't long rest enough
Did you interact with him at all at the goblin camp? There’s a dialogue where you can tell him about your camp.
I'm pretty sure I did, but I'll try again on my next playthrough to know for sure.
You need to free him. You don't even have to play the game just tell the lady he's too much hassle and free him
Ahh that's the part I missed then. Alas
if you want em next time ill just list the steps:
kill mom (or if in honor mode its bugged and you need to kill both adult bears then run your ass away).
play race or convince its not a chicken and useless.
harm the entrance goblins in some way (kill em or poison em, the cub manages to get away even if you don't slaughter all goblins).
then sleep a bunch of times until the events trigger.
He showed up in mine, but I had bad rolls and he ended up getting aggressive. I toggled on non lethal and knocked him out. He stayed with us, but I couldn’t interact with him. Shadowheart was always petting him. He did not follow us to Act 2. 😢
