Footage during the Catastrophic Flooding in Central Texas

The flooding that killed a lot of people happened at 3 AM, so I guess this is way down river?
Austin here. This is the San Gabriel river as it runs through Georgetown, 25 miles north of Austin.
That is what’s so wild to me. If the flooding started to happen with it still light out, How in the heck did they not get warning downstream?
Some of this was taken in Austin the morning after the one in Kerr County. That flood happened at 3am 7/5 west of Austin and Austin got pounded right after that morning. All of central Texas has been flooding. In Dallas we are on flash flood warning now.
This is Georgetown in Williamson County. This is the San Gabriel River, not the Gaudelupe River
Downstream, as in it occurred later. This is the next day.

They not only turned down the money, they discussed (and may have acted on) keeping the money so that other counties couldn't use the money instead, for things Kerr county didn't agree with...

A lot of people didn't have any way to get any warning. Like that camp that got washed away didn't have cell phone service there. The amount of flooding was also way higher than was anticipated. For all intents and purpose this was more like a dam breaking or riverbank/levees failing.
Weren’t there warnings days before the event? If you don’t have cell service in area where there are kids (that aren’t your own) and potential emergencies, wouldn’t you have contingency plans? AM radio weather channel?

Sister in law who lives nearby claims the flooding was caused by cloud seeding…just gonna leave that there.
I had a friend try to tell me that same thing. You can show them the tract of tropical storm Berry as it came right on through there and dumped all that incredible amount of rain in such a short amount of time, as tropical storms are known to do, and still can't get it through their heads that this is a natural disaster and not something their enemies did.

There was a plan in the sixties to put in a bunch of flood control dams across Texas. Texas gov said no. Dams don't pay taxes.
The LA "River" exists because Los Angeles saw homes and people washed away in floods. It's a major project that runs through the city and requires upkeep and maintenance. The river is meant to collect water that would otherwise overwhelm homes and businesses in the area. There are many points of entry that branch out to increase the effectiveness.
There are tons of flood control dams. Almost every single lake in Texas is formed by a dam

Why are there buildings in the floodplain?
Because it’s Texas and building in flood plains is common. They want their freedom, and no pesky federal funds (if it’s from Democrats) for resources that could help their citizens survive flash flooding events like this.
This isn’t fully true although it partially is. Most of the hill country is built on some sort of flood plain. This area is known as flash flood ally as well. These events occur about every 10-15 years, although this flood and storm is more like a once in 100 year deal. The perfect combination of conditions lead to the tropical storm “stalling” out over just the right area.
Yes, the local municipalities spurred federal help with flood protection such as warning systems. So that part is true. Most of Central Texas is managed by the LCRA. They manage the reservoir Lakes, of the lower Colorado. They were created in part to mitigate flooding in central Texas.
Stevie Ray Vaughan, An Austin native, wrote “Texas flood” about the 1959 flood that took out part of the city.
Though this video is not along the same river as the one that runs through Kerrville. This river, the San Gabriel, runs through Georgetown, north of Austin about 20 miles.
So we do build ways to minimize these floods, however, this storm was exceptionally drenching in a very short time. Not to forgive local authorities for being so shortsighted.

This was a 1000 year rain event (0.1% chance of occuring in a given year)
It gets worse every year. Floods, hurricanes, wildfires, it all gets worse with increased temperatures
The real question is why we should pay them to rebuild there

I'm from the northeast, I know how rivers look like. I know this sounds basic and menial, but one of the first steps we need to do is properly name geography. In Dallas I'm all in favor of calling it the Trinity Floodplain instead of the Trinity River. I'll die on this hill.

I will never understand why people under an emergency evacuation order would just stay there filming instead of grabbing a couple of essentials and getting out. Unless maybe the building is already surrounded by water and she's waiting for rescuers to show up with a boat.
