Ok, hear me out. Pool noodle: does 0 damage, staggers any enemy regardless of size. If you can get to it and not die, you can stunlock a Bile Titan/Factory Strider.

This is ridiculous, but some kind of water-based warbond could be interesting. If not for offensive purposes, but gear that aids in wetter environments. They could even add wetter biomes.
- frost cannon support weapon to stun enemies like those plants on ice worlds
- spear gun secondary(?); medium pen that can pin lower armor units to surfaces
- and/or, trident melee that does the same thing
- boat stratagem... the WRV!
- wetsuit style armor with a scuba passive
- beach towel inspired cape
- booster that just lets you fuckin' SWIM
- team emote where you all do the Baywatch slo mo run

A water balloon throwable that magnifies arc damage for anything that gets wet (like that Liberator would), a modified jump pack that blasts water for thrust, staggering anything under your jump… a third “wetsuit” armor set… and a “surfboard” reskin for the ballistic shield?
