Have you checked beneath the structure? That’s where the bones are. This could possibly be just dressing on the exterior and block behind it. At least I would hope so!

yes, lokking at it looks serious, foundation issues can get worse quickly if left unchecked and if the bricks are bowing or cracking especially near the base, its best to avoid heavy foot traffic in that area. Can try looking for structural engineer or repair specialist to look at it. Be safe!

Sometimes you see walls like this that were just built by a drunk guy and while they ain't straight, they aren't failing either.

It doesn't look to me like it's moved recently based on the wear and age of that paint. But I can't really tell what's going on above the wall. WTF is that?
