No, a hammer is slapstick. Anime school girls pull out giant hammers and crush their fellow students on the regular. The reality of the actual violence is irrelevant in the face of such mass representation.
Those are in comedic chibi moments.
This is just a regular realistic situation where the slapstick wouldn’t apply. Just like Nami’s punches being harmless in a comedic moment vs an enemy punching them and deliveringreal lasting damage.
That doesn’t matter for the broader context of what will be perceived as more or less violent when depicted on screen. Attacks with melee weapons are almost always given more leeway by ratings agencies. Guns in children’s programming had significantly more restrictions which had to be carefully worked around to avoid additional censorship. At least, if the goal was to put the show in the middle of Saturday morning ing or after school cartoons. I watched some of the old animated Batman series with commentary and they talked a bit about what hoops they had to jump through to depict guns and also mentioned some things they were surprised they got away with.

The reason is context matters. In the anove scene Helmeppo isn’t goofing around he’s legitimately threatening Koby’s life.
Well by the angle of that, all it's doing is extend outwards and not touch his head at all
