I don't think there is much of a joke other than both these people - as of lately - have been getting some attention for being extra shitty rich people (the space travel, bezzos wedding) so the choice of a Photo where they are both being awfuly white and rich (in egypt wearing what seems to be costumes) is sort of awful. That Said, It could be that them being awful is not even relevant but Just the combo of bad news+ silly picture.

If you go to Egypt, no one wears the covering Perry is wearing. It looks like a headwrap from a luxury resort or something like this, it's definitely not doing a lot to protect from heatstroke. There are clothes people do wear to protect themselves from the heat, but those tend to be more stigmatized in Western culture so I don't think Katy Perry would wear them. And nowadays the majority of people just wear Western clothing anyway.
Bloom's headgear is at least in the realm of a real thing someone might wear, but it's not really practical in this context. If he were a farmer or a day laborer, it would help keep the sweat out of his eyes, and he could unwrap it and drape it over his head to protect himself from the sun. But as it is now, in the present context, it is basically functioning as a decorative item. It's maybe a little bit like someone wearing a bowler hat for their trip to London, or maybe a bonnet when they go to Williamsburg or DC. Distinctly costume-y.
I'm not really sure if that makes it "bad" to wear or whatever. But it's certainly the sort of thing only relatively wealthy tourists from the West or China would buy and wear around. I don't think it's wrong to say that it's mostly white people who would be seen in Cairo or Giza wearing these.
