When a torrent finishes downloading, it starts "seeding", which is basically "helping other people download the file"
Some people aren't that generous and will just cancel seeding, as they're only there for the download.
Sometimes, if you let the thing seeding all the time, it might happen that you seed a movie through a supervised network, like say, the university network, and it might trigger copyright infringement, effectively kicking you out of the network and sending a warning from both the organisation and the copyright owner talking some legal actions gibberish.
This has not happened to me at all and I'm absolutely not talking out of experience...
Thats why you use a VPN and block your torrent program from internet access without the VPN.
I got one of those once. Very weird experience. Just never pirated again.
Yeah... I had a seed limit for that reason. And set up my program to not even work if my VPN wasn't active. So it helped.

You can be caught for infringement simply by actively downloading, though, which may have the action of seeding while the torrent entirely downloads. There's nothing different about leaving it seeding vs simply downloading in terms of being caught for infringement by your ISP. If they want to catch you, they will.
Use a VPN, potentially even GlueTUN and qBittorrent. Even the FBI says you should be using adblockers and VPNs.

For example in Switzerland is illegal to share pirated content, but not downloading it for own use, so if torrent starts seeding, it can become a legal problem
