I’m not Peter but I am someone who has elite ball knowledge.
So basically the dudes ontop top are MTF, Mobile Task Force for the S.C.P foundation, I guess the coordinations got mixed up because both groups are in wrong places, anyways they’re asking “Where’s the anomaly” because that’s their job, to go out and find this anomaly and bring it back to their respective Site.

And the bottom is Male to Female (MTF), transgender.

That's a Mobile Task Force, a team of elite agents under the employ of the SCP Foundation in the SCP multiverse. They can be almost anything, but most often are a team of combatants.
Petah is here, The top is the Mobile Task Force from the game SCP : CB , and overall the SCP universe, they are basically guards and security units that are tasked with high-risk SCP tasks such as recontainment, and other stuff. thats why they are saying "where is the anomaly" (If you dont know what SCP is , you should check it out, its pretty interesting)
For the record, on the bottom panel the person on the left has a picture of Bridget (referred to as a lot of other things by her fans) from Guilty Gear. Not sure what the one in the middle is supposed to be.
