Although California can not control ICE they can affect them with laws. They could pass a law that requires federal workers to show clear ID and not cover their faces. They could make uniform requirements. California needs to get moving on fighting ICE or yes this is the new normal. Tie ICE up with a million regulations if they want to operate in California. Make a law that detained people must be transported in clearly marked vehicles, make it so all ICE used vehicles must be clearly marked, take away their masks, don’t let them use secret detention centers.
California has the money to fight back but can they come together and agree on this stuff and pass it quickly is questionable.

The Supreme Court has held multiple times that if state regulations tie up federal law enforcement the state laws are unconstitutional via the Supremacy Clause of the Constitution. All the way back to McCulloch v. Maryland
