How to have “Public” visibility on steam when posting an Artwork.
I try to post an Artwork to the community Hub but my visibility only has 3 how to have Public setting everyone?

Most likely the reason, I think steam restricts account that are fairly new to prevent spam.

Is leveling up do anything to the visibility?
Most likely gotta wait 30-60 days, and get some playtime on the account before it allows you. Note: I’m no expert and this is totally just guessing on my end lmao
Don't ever, for any reason, intentionally level up on Steam. It's a never-ending vortex. All levels are used for are for more showcases that can be put up at once and you get slightly better drop rates for booster packs :,(
