You either buy a lot of games, or you buy hardware. I got mine from my Valve Index. I used to have a lot more, this is after spending 30-40K points.

Buy a Steam Deck, that will give you a hefty boost. You get points for every purchase, and the bigger the purchase the more points you get.

No. They are tied to purchases on the store. That's how they are earned. FWIW they're pretty useless beyond a certain point. They allow you to get nice cosmetic doodads, but there is literally no reason to want as many as OP or I have, it's just a consequence of making big / lots of purchases.
