I can't find a clear-cut answer for this. Knowing that fear ward will be available to all races in tbc, what's the best to choose specifically for pve healing?
Drenai give +hit and can cast Hymn of Hope which helps other people.
Humans get bonus spirit for best personal performance.
Dwarves no longer have exclusive access to Fear Ward so they're not any special any more.
Elves continue to just be for gooners or fan of front flips.

It's absolutely human. Lots of reps in TBC and don't downplay the spirit racial.
PVE human for sure. PVP Dwarf still good for stone form.
PvE bis for groups is definitely draenei, the free 1% hit is kinda huge
If you're not worried about buffing your group or you already have a bunch of draenei in your guild, human is bis with the spirit racial
Draenai wins out at least in my eyes because of heroic presence to give others hit.
draenei seem really good but human also seems super juicy with the 10% spirit. I never played priest though so I might be overvaluing spirit
It's helpful but don't overvalue it. Spirit is on most healer gear and an extra bit is nice but helping your fellow raiders is likely much better with the hit vs personal spirit.
It allows you to also be flexible in maybe a mage group or a shadow priest group idk
Unless they buff the bosses, spirit will be pretty worthless. The majority of the guilds were killing bosses way faster than OG TBC, and way before enrage. Since fights are all shorter, healer spirit wasn't that valuable.

Rep bonus only matters for casual players. Because once you are capped it's a useless racial
