In Resurrection F when Frieza was revived and regenerated why was he regenerated in his first form when that wasn’t the form he was in when he died.
It was done for nostalgia. Friezas “final form” is canonically its base form too. So Frieza somehow had to depower in the healing tank to be in that first form
He was revived in his first form even though he died in his final form, so yeah, it doesn’t really make sense. If the cybernetics weren’t part of him, he still should’ve come back in his natural final form, not first. The best you can say is maybe the writers thought of his first form as the “default,” or just wanted the visual reveal. More likely, it’s just another inconsistency. Dragon Ball has tons of them, so this probably wasn’t thought through all that deeply.
The real reason? The animators and Toriyama probably didn’t care and didn’t think anyone else would either.
An in-universe reason? You could make a case for Freeza transforming into his reduced state to help facilitate his healing. Since his final/ base form still caused him to waste energy quickly.
Probably needs stamina to maintain the form. Might default to his first form if he's utterly destroyed

Doesn't need stamina, in fact it would require stamina to suppress his power in each form he has.
But that isn't the case.
His "1st form" is his "final form" and his "final form" is his 1st form. Or rather, base form.
It was to show how powerful he had gotten. There would be no reason for him to detransform into his first form after being revived so they just used the wish revival itself as the reason to show him in his 3rd form. Then when he beats super saiyan Gohan in his first form it shows how he is stronger than a super saiyan in his first form
He was revived in resurrection F in his chopped up Mecha Frieza form and only took his first form while in the regeneration chamber that regenerated all his pieces into a whole form. He then appeared briefly in first form before training offscreen and then again when fighting Gohan before transforming as soon as Goku and Vegeta arrived, for the dramatic showing of how strong he’s grown before revealing his secret transformation Golden Frieza

When Frieza was resurrected by Shenron, he was restored to his original form prior to death—which was his Mecha Frieza form, albeit cut into pieces. He only reverted to his First Form after regenerating in the Frieza Force's Medical Machines, which I suppose only contained a healthy "blueprint" for his First Form, considering he never displayed his Final Form to anybody other than his parent(s) up until the Namek Saga.
Shenron is canonically a dick head to anyone who ain't the main cast, and brought Freeza back in the state he genuinely died in, and the tank they used to heal him, well, it seems to regenerate fully, but Freeza himself would've simply suppressed his power to his 1st form.
In dbz, Vegeta states that some races use suppression forms to hold their uncontrollable power at bay, Freeza was dead for MANY years by this point, regardless of form as his soul, when he comes back he wouldn't be used to his "living body" and would need to suppress himself.
And then after he comes out, he says he will finally train.
Which means his Ki control will rise up and he can get used to his living body again.
SSJ 3 is a perfect example, Goku could use it without fault when he is simply a soul. But once he is in a living body the form is a different Beast entirely.
Simialr result but reverse it. Freezas base form is essentially just like a SSJ 3 form. It's out of control power.
Or, well, the real reason is that toriyama forgot that freezas final form is his original, base form.
Because dying is the ultimate power down
The blueprint for "healthy Freeza" in the regen tank only had his first form since he only used that before.
But really his first and final forms are the most memorable so that's why.
