Because most ppl recognize Bulma with blue hair due to the anime.
it seems like the artist picked the least recognizable clothes possible and then tried to fix it giving her her anime hair color, like dude you can stick to the manga if you want 😭
It's not that unrecognizable, I knew this was a Bulma fanart as soon as I saw it.
And the artist probably just wanted to draw that outfit because it looks cool, and you know, other reasons.

Well it isn’t AI. The artist does numerous outfit and hairstyle variants, which are significantly different. AI just can’t pull that off, replacing an outfit and hairstyle with another completely different outfit with AI is just not a thing. That’s why you don’t see the standard online artist variant sets from AI. Also, they’ve posted sketches.
