Even with different costs and different brands, it still has that annoying high pitched motor.
How else do you propose to create a consumer grade vacuum if not with a motor/fan combo that moves air through the device? Motors are required to move the air, and motors make noise
All vacuum cleaners work similarly. A high speed motor spins a fan which pulls air out of a larger chamber. That creations a suction force which pulls air in from the carpet. Even the "special" Dyson vacuums work that way with some extra. At the same time another motor is spinning a brush which picks up all the dust and hair on the floor so it can be sucked up. So that's too electric motors spinning things at high speeds. It's going to produce a lot of sound.
That being said, there is a little bit of sound engineering at work. Companies have designed quieter vacuums. However when testing them, most people either thought there was something wrong with the vacuum or it was weaker than their noisier vacuum at home. Essentially, to the human brain, noise = power.
It's the same reason why cars with extremely well sound proofed cabs play engine noises quietly through the speakers as you push on the accelerator. Because otherwise you'd perceive the lack of engine sounds as a weaker engine.
Expanding on the "they all do the same thing in the same way", it's because most vacuum cleaners (not Dyson or Miele) are basic plastic sound amplifiers for least expensive, most readily available motor. These motors spin at tens of thousands of rotations per minute and the vibrations and chopped up air create the cacophony of sounds that turn into the high pitched whine you're used to.
Dampening the sound would require baffling/dampening the air flow, which is sort of self-defeating for what you’re asking a vacuum cleaner to do.
We do it on cars because the exhaust noise is sort of secondary to the primary function of the device (although elaborate exhaust muffling does still decrease efficiency) but we typically don’t do it on vacuums or blowers because the high speed air flow is the primary function.
for the same reason most lawn mowers sound the same. they do the same thing, largely with the same components.
