I'm unaware of a single government on Earth that rebuilds uninsured people's homes for "free" (ie. with taxpayer dollars). That would make flood insurance pointless and would encourage people to build up in high-risk areas, since they wouldn't have have to bear higher insurance rates.

What the Federal government will do is extend loans to uninsured homeowners to repair damage incurred in a disaster.
