Somebody's definitely gonna make it a challenge and try to get GTA-VI running on like Windows 7.
There's stuff like KernelEx and OpenCore for running newer apps on older versions of windows (KernelEX for running 2000/XP apps on 98, OpenCore for running 7 and later apps on XP), I recall there being a similar thing being made for Windows 7 but I can't remember the name of it.
I could see Win 7 maybe being possible since it brought in the modern driver system that 10 and 11's is built on.
People have managed to run modern versions of Minecraft Java Edition on 98, and OpenCore lets you run Steam and modern browsers on XP. I'd assume the biggest problem would be graphics drivers and DirectX/Vulkan since the cards that would be powerful enough (even just barely) to run the game would only have drivers for 10/11+ (no idea if they could force-installed or "hacked" to work on 7).
For all we know, somebody could end up getting the PS5 version to run on Linux via a compatibility layer before we even get a PC version announcement like 2-5 years after launch.

Don't care; it will run perfectly on my machine if I play at 800x600 with everything at sub-low and 20 fps, as it was intended by the developers. My 15-year-old card is definitely still very capable of "playing" modern games. The problem is the optimization.

Why would someone want to run GTA 6 on Windows 98? The operating system has been continuously improved since then, and back in those days there were frequent problems until SE - it only became more stable starting with Windows 2000.

Doubtful. My grandparents XP machine can't even connect to the internet anymore.
Not that you should use it, but XP is still perfectly usable for web browsing if you update the root certificates and get a modern browser (like MyPal or Supermium).

I remember installing xp on a pc with intel celeron 300Mhz cpu 2gb hdd and 64mb ram. That pc got choked to death when i tried to play doom in the next hour.
