Blue Brainiacs or Green Geeks
While we've had various Rangers of different colors serve as the "smart guy" of the team (whether it's being an expert in science and technology or being the team strategist), the most consistent ones are blue and green.
If you were to assign either of those two colors as always the smart guy of the team, which would you pick?
Note: I am aware Tommy wasn't a genius when he was Green Ranger but I included him anyway.

I think blue has it just on the iconic factor.
Blue rangers with Triceratops themed zords are genius 100% of the time.
Well I liked more guus from the blue rangers so I choose them.

Well, chillingly unhinged power ranger that's still genuinely on the good side - I believe the series would use that.

UPD. Wait, it's fucking Tommy again (Dino Thunder period). Downplayed, because it's only counts for Elsa, Zeltrax and Mesogog (even when human part lives).
Green seems to be the wild card for me.
It goes from Sixth Rangers (Tommy and Cam) to goofballs (Ziggy and Bridge).
Xander is part goofball, part romantic like Joel. And then you have hot heads like Izzy (also Tommy). I do think Green is too varied to call that the "smart" color profile. Billy as a precedent seals the deal.

Blue Brainiacs for the win.
Blue Brainiacs. You got some great examples like Billy, Ethan, Flynn, and Ollie to a lesser extent. (Not for his intelligence, but how he betrayed his teammates during 3/4 of the Cosmic Fury miniseries.)

He's one of the better tacticians we've had in the series, at least.
I’m not saying that I’m just saying he’s not Billy level intellect.
I agree the plan to defeat Psycho Blue was one of the best plans in the series.
